Earl Phillips has practiced environmental law and worked on related utilities projects for more than 27 years. He chairs the firm's Environmental and Utilities Practice Group, which, comprising more than 25 professionals (lawyers, environmental analysts, and environmental managers), is one of the largest among private law firms in the northeastern United States.
 
  • Counseling clients in the investigation, remediation, and transactional elements of converting complex coastal oil terminals to alternate commercial and residential uses.


  • Represented client in project involving extensive groundwater investigation and remediation, on-site soils investigation and remediation, negotiation of multiagency (federal, state, municipal) resolution, cost recovery efforts from prior owners, and defense of toxic tort claims.


  • Counseling client in the investigation, remediation, permitting, and development of a brownfield coastal peninsula into a global development facility for the world's largest pharmaceutical company.

Earl Phillips has practiced environmental law and worked on related utilities projects for more than 27 years. He chairs the firm's Environmental and Utilities Practice Group, which, comprising more than 25 professionals (lawyers, environmental analysts, and environmental managers), is one of the largest among private law firms in the northeastern United States.

Mr. Phillips regularly represents foreign and domestic interests in a wide range of matters. His practice includes environmental compliance counseling and risk management, project and utility (energy and water) permitting, environmental defense, siting, crisis management preparation and response, environmental defense and liability allocation, cost recovery, environmental risk allocation in the context of transactions, and brownfields development. He represents a wide range of heavy manufacturing clients and significant pharmaceutical, chemical, petroleum, waste, explosives, and munitions companies, as well as municipalities and utilities.

He is widely published and has lectured to diverse business and legal audiences throughout the United States. In addition, he has been invited to lecture and present papers concerning U.S. environmental law and brownfields development to a wide array of firms and associations in the U.K., Canada, and Europe. He is vice chairman of the Environmental Section of the U.S. Law Firm Group, past chairman of the Environmental Section of the National Institute of Municipal Law Officers, and a member of the Council on Environmental Quality and has served on the Executive Steering Committee of the Environmental Policies Council of the Connecticut Business & Industry Association for over 15 years. Mr. Phillips has been listed in Chambers USA as one of the best Environmental lawyers and in Best Lawyers for Boston, Connecticut, and New York City, and has been ranked a Top Lawyer 2008 in Corporate Counsel magazine.

Mr. Phillips graduated from Wesleyan University with a B.A., cum laude, having majored in earth and environmental science, and he earned his J.D. from the Catholic University of America. He has taught courses in environmental, water, and land use law at Wesleyan University, the University of Connecticut, and the Rensselaer Polytechnic Institute.
