Represented a citizens group opposing an affordable housing project to be located in an environmentally-sensitive watershed area. The group prevailed before the Zoning Commission, the Trial Court, and the Supreme Court on the grounds that the loss of dedicated open space constituted a substantial public interest. At the same time, the Supreme Court construed the standard for burden of proof in affordable housing cases, a standard which has since been legislatively amended.
