Biography
Andrew Roffe is chair of the firm's Administrative Law Group, a cross-disciplinary practice interfacing with all areas of the firm, including health care, energy and the environment, insurance, general commercial, and real estate. Andy, who has more than four decades of experience, guides clients through their interactions with all levels of state and local government.
Administrative Law
Andy and his practice group assist clients at state and local agency administrative proceedings and handle matters in virtually every industry. He represents a range of clients, from Fortune 500 companies to start-ups, from not-for-profits to municipalities and state agencies. He has represented schools, universities, insurance companies, hospitals, food and beverage companies, unions, manufacturers, energy providers, businesses, and Native American tribes.
Andy regularly appears before government and administrative agencies in New York, such as the State Department of Health, executive and legislative branches, Department of Financial Services, Attorney General, Public Service Commission, Department of Environmental Conservation, Empire State Development Agency, municipalities, and other New York state and local agencies.
Through his efforts, Andy has helped numerous clients achieve their goals. He helped secure approval for a natural gas plant, and represented a county in its renegotiations of a long-term agreement for both solid waste disposal and the operation of a waste-to-energy facility.
Government Relations and Lobbying
Andy has been a registered lobbyist in New York State since 1988 and maintains offices in New York City and Albany for this purpose. He monitors and negotiates rules, regulations, and legislative proposals. He works to help clients achieve objectives, whether it is changes to laws and regulations, or financial assistance for economic development. Andy has helped health care clients secure millions of dollars in state funds for the development of hospital projects. He also regularly negotiates economic incentive packages for commercial clients to stay in, expand, or relocate to New York.
Andy has a background serving in various government positions, which aids him in his current government relations and lobbying efforts. From 1978 to 1986, he served as Executive Counsel to the speaker of the New York State Assembly. He has also served as the legislative counsel to a former Westchester County executive and as a legislative aide to numerous members of the U.S. House of Representatives.
Pro Bono and Community Involvement
Andy has been actively engaged in pro bono work and community involvement for many years. He has served on numerous not-for-profit boards, including for New York’s Anti-Defamation League, the Primary Care Development Corporation, the New York School for the Deaf, and the Sports Foundation. Andy currently serves on the boards of the New York Foundling and the Colgate University Alumni Council.
He has lectured on governmental affairs and administrative law issues at New York University, Pace University School of Law, State University of New York at Albany, and Columbia University School.
