  • Overview


    Deborah George is a member of the firm’s Business Litigation Group as well as its Data Privacy + Cybersecurity Team. She focuses her practice on data privacy and security, cybersecurity, and compliance with related state and federal laws, advising clients on the development of privacy and security plans, including WISPs, policies and procedures to comply with state and federal data privacy and security laws and regulations, and website and mobile app privacy policies and terms of use.

    Deb helps clients review, revise, and implement necessary policies and procedures under the Health Insurance Portability and Accountability Act (HIPAA), Telephone Consumer Protection Act (TCPA), the Children's Online Privacy Protection Act (COPPA), and other federal and state laws and regulations. She works with companies to investigate potential data breaches, respond to regulators, and to comply with notification requirements under applicable law. Deb assists clients in reviewing and negotiating contracts, licensing agreements, and other agreements. She provides guidance on issues related to cyber liability insurance policies and also represents clients in litigation matters, including matters pending before state administrative agencies. She is a regular contributor to the firm’s Data Privacy + Security Insider blog, with a focus on privacy issues, the Internet of Things (IoT) and legislative initiatives including the California Consumer Privacy Act of 2018 (CCPA). 

    Deb has experience providing counsel in civil litigation, employment law, immigration matters, and administrative law.    She also has extensive experience drafting and reviewing contracts, business associate agreements, and data use agreements particularly with respect to human services agencies, involving Medicaid.

    Prior to joining Robinson+Cole, Deb served as the Executive Legal Counsel to the State of Rhode Island’s Executive Office of Health & Human Services, where she supervised the legal department, reviewed and drafted legislation, agency policies and regulations, and represented the agency in court and before administrative tribunals. She also served as Acting Chief Legal Counsel and Senior Legal Counsel to the Rhode Island Department of Administration, representing the State in contract negotiations, preparing written proposals for contract negotiation, and providing legal representation to various State departments. 

    As an Assistant Public Defender in the State of Rhode Island’s Office of the Public Defender and later a sole practitioner, Deb gained extensive courtroom experience providing criminal defense of adults in the State District and Superior Courts. 

    Deb has completed and taught courses on subjects including performance management, mediation skills, ethics, interrogation techniques and skills, and supervisory training. She has extensive public speaking experience before attorneys at legal seminars and before community groups on a variety of legal issues.
