Since 2002, Andrew S. Roffe has been a partner of Robinson+Cole, where he chairs our firm's Administrative Law group, including the Roffe Group of Robinson+Cole (the Group).
This cross-disciplinary practice interfaces with all areas of our firm, including health care, energy and the environment, insurance, general commercial, education, municipal government, and real estate. Andy’s four decades of legal and government experience helps him guide clients through their interactions at all levels of state and local governments.
Administrative Law
Andy assists clients at state and local agency administrative proceedings and handles matters in every industry. He regularly appears before government and administrative agencies in New York, such as the State Departments of Health, Financial Services, and Environmental Conservation, the executive and legislative branches, the Attorney General, the Public Service Commission, Empire State Development Agency, municipalities, and other New York state and local agencies.
Government Relations + Lobbying
A registered lobbyist in New York State since 1988, Andy maintains offices in New York City and Albany, where he monitors and negotiates rules, regulations, and legislative and executive proposals. He helps clients achieve their objectives by offering general strategic planning for changes to laws and regulations, financial assistance for economic development, or securing state and municipal bids and procurements.
Andy has a substantial background serving in various government positions, which aids him in his current government relations and lobbying efforts. He has served as Executive Counsel to the speaker of the New York State Assembly, the legislative counsel to a former Westchester County executive, and as a legislative aide to numerous U.S. House of Representatives members.
Pro Bono + Community Involvement
Andy’s pro bono work and community involvement spans decades, including his current role on the New York Foundling’s Board of Trustees. He has previously served on numerous not-for-profit boards, including Colgate University’s Alumni Council, New York’s Anti-Defamation League, the Primary Care Development Corporation, the New York School for the Deaf, and the Sports Foundation.
He has lectured on governmental affairs and administrative law issues at New York University, Pace University School of Law, State University of New York at Albany, and Columbia University.
Andy graduated from Colgate University with a Bachelor’s Degree in History in 1968 and received his J.D. from Columbia University of Law in 1971. He has been a New York State Bar Association member since 1972.
