Connecticut Government Relations

Led by Co-Principals, Susan J. Halpin and Brooks C. Campion the Connecticut Government Relations Group of Robinson+Cole (CTGRG-RC) is comprised of lobbyists Hilary Felton-Reid, Melanie M. Flaherty, and Evan S. Dantos. Together, Susan and Brooks and their team offer more than 40 years’ experience lobbying in Connecticut, in addition to previous experience serving on staff in the Connecticut General Assembly and the Judicial Branch.

CTGRG-RC’s scope of services encompasses all aspects of administrative and legislative lobbying, issue and crisis management, press and public relations, and grass roots organizing. Time after time, clients have found that CTGRG-RC’s lobbyists help them achieve their objectives, whether they entail the passage, defeat, or modification of legislation or administrative regulations; financial assistance for a development project; or state or local government procurement of client products and services. They have successfully lobbied on a variety of issues including insurance, economic development, tax, labor, healthcare, energy, telecommunications, environment, banking, finance, transportation, and gaming.

One of CTGRG-RC’s proudest achievements has been the continuous representation of several clients since the early 1990s. Those clients include the International Brotherhood of Electrical Workers (IBEW), the Mashantucket Pequot Tribal Nation, the Connecticut Association of Health Plans, the United Illuminating Company (now Avangrid), Raytheon Corporation, and The Connection Inc. Beyond those multi-decade relationships, they have proudly represented Comcast, Enbridge, Leading Age Connecticut, Community Health Network of CT, Beacon Health Options (now Carelon) for more than a decade. In addition to those previously mentioned, clients have ranged over time from very small nonprofit health providers such as Meals on Wheels to large defense contractors such as Electric Boat and Lockheed Martin-Sikorsky, and large health care corporations such as CIGNA. The diversity of their client base has enabled their team to build relationships in each branch of state government.

Susan Halpin Selected to Hartford Business Journal’s 2025 Power 25 Health Care List for Fourth Time

Connecticut Government Relations Group of Robinson+Cole co-principal Susan Halpin was selected for a fourth time to the Hartford Business Journal’s (HBJ) 2025 Power 25 Health Care class. The recognition identifies leaders who have significantly impacted the health care and public health industries. Susan was profiled in a special section of the HBJ, published on November 17, 2025, which highlights her leading role in all of R+C’s healthcare and insurance lobbying matters, and as Executive Director of the Connecticut Association of Health Plans where her efforts have helped the association lobby the state General Assembly to bring high-quality, affordable health coverage to Connecticut consumers.
