Susan J. Halpin is a lobbyist with direct responsibility for health care matters, the environment, trade associations, and insurance. She has extensive experience in both legislative and administrative lobbying, as well as in association management.

In addition, Susan has headed up numerous collaborative initiatives, including coalition building and grassroots efforts with business and labor communities. From specific legislation aimed at single company practices to broad state budget issues, she has been involved in matters of policy at all levels. Susan served as the legislative aide to the senate chairman of a major General Assembly committee dealing with consumer affairs, consumer finance, liquor control, professional and occupational licensing, and food and drugs.

Until she joined Robinson+Cole with Charlie Duffy and Keith Stover, Susan was chief of staff at Duffy/Stover, Inc., one of the state’s largest independent lobbying firms. There, she had responsibility for trade and association management as well as direct lobbying for a number of clients.

Susan previously served as an intern in the House and as a legislative aide to Senate Democratic Caucuses of the Connecticut General Assembly, has worked extensively on political campaigns, and has served on several legislative boards and commissions.

In 2018, Susan became co-principal of Robinson+Cole's Connecticut Government Relations Group, leading the state lobbying team. Her work on behalf of the Connecticut Association of Health Plans (CTAHP) representing major insurers, earned her a spot on the Hartford Business Journal's 2025, 2024, 2021, and 2020 Power 25 Health Care list. She is also a member of the Connecticut Association of Lobbyists.
