Christine C. Rutigliano has been with Robinson+Cole since 2007 and is President of the Roffe Group of Robinson+Cole. Prior to joining the firm, she held the position of Deputy Comptroller in the New York Office of the State Comptroller (OSC). Christine spent nearly 15 years working for the New York State Legislature, spending time in the New York State Senate and Assembly.

She served the State Senate Democratic Conference as Finance Secretary and, previously served as Budget Director. She supervised the day-to-day operations and long-term goals of the entire committee staff, managing the expenditure and revenue components of the New York State budget for the conference.

Prior to her duties with the State Senate, Christine served in the State Assembly in various capacities for ten years. For three years, she served as a budget analyst for its Ways and Means Committee, where she broadened her public service horizons and became well-versed in the policy and fiscal needs of the state. She began her public service career with Assembly Communications and Information Services, where she honed her writing, research, and management skills.

Christine has been actively engaged in community involvement for many years and currently serves as Vice Chair on the Donate Life New York State Board. She has previously served as President of the Empire Justice Board.

She is an adjunct professor at the State University of New York at Albany and teaches New York State Public Policy at the Center for Women in Government & Civil Society as part of the Rockefeller College of Public Affairs & Policy.

Christine received her Bachelor’s Degree in Political Science and Economics from the State University of New York at Oneonta, including studies at The London School of Economics, and her Masters’ Degree, Summa Cum Laude, in Public Policy at Marist College, where she was named Outstanding Scholar in her program.

The Roffe Group of Robinson+Cole announced Christine C. Rutigliano has been named President, effective January 1, 2026. Elevated from her role as Executive Vice President, Rutigliano will lead the government relations group into its next chapter, continuing to deliver strategic advocacy and client-focused solutions across New York State.
