Haipeng “Alex” Liang has more than twelve years of experience practicing law at international law firms in New York, Hong Kong, and Washington D.C., with a focus on capital markets and mergers and acquisitions. 

In his capital markets practice, he has represented both issuers and underwriters in registered and unregistered equity and debt offerings, including IPOs, follow-on offerings, as well as convertible and high-yield bond offerings

In his mergers and acquisitions practice, he has represented both China-based and non-China-based clients on cross-border transactions across the finance, energy, manufacturing, and technology industries. He has also provided guidance on Volcker Rule compliance and derivatives matters, including ISDA swap agreements.

In addition to his legal experience, Alex served as an investment manager at China’s largest sovereign wealth fund, where he managed direct investment projects across the U.S., Europe, and Mongolia, spanning industries such as infrastructure, energy, healthcare, and consumer sectors.

在并购交易方面,梁律师经常代表中国和非中国客户处理涉及金融、能源、制造和科技等行业的跨境交易。他还曾为客户就沃尔克规则的合规,以及金融衍生品交易,包括 ISDA 掉期协议等领域提供法律建议。

Robinson+Cole Healthcare Transactions Team Represents The Pennant Group in One of 2025’s Largest Homecare and Hospice Transactions

Robinson+Cole is pleased to have represented The Pennant Group in its acquisition of home health, hospice, and personal care operations across Tennessee, Georgia, and Alabama from UnitedHealth Group and Amedisys Inc. The operations were divested pursuant to UnitedHealth's acquisition of Amedisys Inc. Led by Business Transactions in Health Care group co-chair Les Levinson, the $146.5 million deal is one of the largest homecare and hospice transactions this year – involving 54 locations. This acquisition not only strengthens Pennant’s national footprint with a strategic expansion into the Southeast, but also positions the company to deliver high-quality care in certificate-of-need states like Tennessee, where market entry is particularly challenging. The deal team included Kiernan Ignacio, Danielle Tangorre, Michael Kearney, Virginia McGarrity, Kathryn Rattigan, Jacqueline Pennino Scheib, and Natale DiNatale, with support from Adam Anderson and Rickie Sonpal, along with Anna Wang, Chenyi Wang, and Alex Liang, who assisted with the SEC filings.
