Rachel A. Mayo has over 28 years of experience in the land use field. She is an analyst in our firm's Land Use and Environmental, Energy + Telecommunications groups.

Rachel provides research and analysis services for a variety of clients, such as telecommunications providers; tower builders; and solar energy, fuel cell, and power generation companies. She also assists with producing land use applications for submission to state and local agencies.

Research + Analysis

When a client is pursuing a project proposal, Rachel prepares complex land use analyses and feasibility studies. She also conducts research of local zoning regulations to improve an application’s likelihood of success. She frequently handles research related to applications for new wireless telecommunications facilities and existing facility modifications, which involves reviewing comprehensive State and/or local regulations.

Land Use Applications

Rachel assists in preparing Connecticut Siting Council applications and filings as well as municipal land use and environmental permit applications for various proposals. She has assisted a telecommunications provider with obtaining the necessary approvals to construct hundreds of towers and rooftop installations around Connecticut. Rachel also has helped prepare application materials for several successful power generation, solar facility, and fuel cell projects.

Prior to joining Robinson+Cole, she served as a project manager for a consulting engineering firm, where she was responsible for obtaining project approvals for a wide range of clients, primarily in the petroleum industry. Rachel's experience included making presentations before various land use boards and commissions, obtaining local permits for a variety of projects ranging from sign installations to complete service station rebuilds, and conducting permit investigations with state and local authorities for various construction projects.

Applications for Verizon Tower Construction Projects

Assisted in preparation of numerous Connecticut Siting Council applications for Verizon Wireless for new tower construction projects and facility modifications, which resulted in hundreds of project approvals in Connecticut.

Zoning Regulations For Permits + Approvals

Conducted in-depth regulatory review of municipal zoning regulations for required permits and approvals, and prepared hundreds of Planning and Zoning applications for wireless telecommunications facilities throughout the State of Connecticut, resulting in hundreds of project approvals.
